How selection is negative process?

When we say that a process is negative - it means it is a eliminating process.

At times people call selection process as a rejection process, because most of the people are rejected.

For example if there is vacancy for 10 candidates and 100 of them apply for them, then in this case we will be rejecting 90 of them and selecting only 10 of the potential candidates.

So thats why it is called as a negative process as we are reducing the number of candidates that have applied in total.

My uunderstanding is as follows;

HRM - Human Resources Management - a system in an organisation that manages people and people programs

HRD - Human Resources Design - a strategic activity within an organisation that sets out the people and systems structure eg. organogram, policies and procedures, job descriptions etc. way in advance of going into business or re-engineering an organisation.
